The Rate Offering View Does Not Display The Rate Offering Constraints (Maximum Weight For Example)

Symptoms
On OTM version 6.1.1 when looking at a Rate Offering that has constraints, the values entered for constraints (e.g Weight Maximum) are displayed in Edit mode, but when viewing the same object in View mode the values are not displayed.
EXPECTED BEHAVIOR

Expect View mode to show values entered for constraints
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OTM
2. Navigate to and edit any Rate Offering.
3. Update constraints in edit mode and enter values for Weight Maximum, Length Maximum, Width Maximum, and Height Maximum , then click Finished
4. Click on View for this same Rate offering, the values entered for constraints are not showing
