Unexpected Rule 11 Route Code ID defaulting in under Rule 11 Route Code ID in the Mode tab of a shipment using Rule 11

Expect the intended Rule 11 Route Code ID defaulting

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Rail junction were used in the setup
2. Defined multiple Rule 11 Route Code ID that uses the same Rail Route Code ID's
3. Once shipment planned the unexpected Rule 11 Route Code ID defaults

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, Invalid Route code will be sent to the railroads
