Effective Date Frequency Rules Do Not Work

Symptoms
Problem Statement:
Effective Date Deduction Frequency Rules are not working. A recurring deduction is set up in the frequency rules to take the deduction from the bi-weekly payroll in periods 1 and 2. No deduction should be taken if there are 3 paychecks in the month. The frequency rule is set up as "Effective Date".
Does it have to do with setting the FREQ_RULE_WHOLE_PERIOD parameter to Y?
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Run quick pays for full month
- Note that deduction is taken out in the 3rd paycheck, when it is defined to only apply to paychecks 1 and 2.

Application of HRMS 11i Family Pack K RUP 5 patch or HRMS R12.0 RUP 8 patch.
