All Alert Requests Error Out And Show Bad Select Statements (Doc ID 1174735.1)

Symptoms

On Oracle Applications after recently migrating data and/or upgrading then submitting any alert request (Ex. Purge Alert and Action Set Checks) it fails with the following error.

ERROR
-----------------------
/ap/appl/alr/11.5.0/bin/ALECDC
Program was terminated by signal 11

Can also see:
APP-ALR-04140: Oracle Alert was passed an unknown datatype.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1- Login to Oracle Applications.
2- Go to (Alert Manager --> Request --> Check)
Application --> Alert
Alert --> Purge Alert and Action Set Checks
Submit Request
3- Then go to View Request to see the failed concurrent request and in the log file the above error message reported.

Changes

Upgrade and / or migrate data using Export / Import, OATM, DataPump from one instance to another.
