Assigning Earned and Unearned discount accounts gives FRM-41830 when using LOV (Doc ID 117697.1)

When trying to set up the Earned/Unearned discount associated to Remittance Banks for a Receipt Class, you get the error:

FRM-41830 List of values contains no entries

Steps to Reproduce:
Responsibility: Receivables Manager
Navigation: Setup > Receipts > Receipt Classes

1. Define  or Query a Receipt Class with Creation Method = Automatic
2. Click on Bank Accounts button
3. Navigate to Earned Discounts/Unearned Discounts field
4. Invoke List of values and get error message
