OTM Window Minimizes Automatically When Running Actions from the Tree Node

Symptoms
The window is minimizing when performing the actions of a + sign or tree node from a shipment. After clicking on the tree node for Transport Requests and then opening the Transport Manifest Report, this report will be opened in a new window, but it will minimize automatically.
EXPECTED BEHAVIOR

Expect that when running the Transport Manifest Report that the window should not minimize and open in new Window.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into the OTM
2. Go to Track -> Transport Requests -> Search for the a Transport Request ID field.
3. Click on the + sign from the search results
4. Go to Related Shipments -> Click the Actions -> Click the Transport Manifest Report.
5. As soon as you click a report will be opened in a new window.
