Rate Found in RIQ Even Though Weight Requirements Not Met

Symptoms
When setting up a rate using weights and the accessorial code for FSC is marked as "Always Apply" on the rate offering, the rate is returned in RIQ whether the weight is within the defined range or not. It is also found when unchecking the "Always Apply" on the Accessorial, the rate is not returned.
STEPS

The issue can be reproduced at will with the following steps:
1. Log into OTM.
2. Go to RIQ.
3. Run an RIQ listing a weight outside of the weight listed on a rate record, where the offering also has an Accessorial listed as “Always Apply”.
4. Click Search.
5. Note the rate is returned showing the accessorial cost.
