On : 11.5.10.2 version, Approval List and Workflow

When attempting to approve a non-catalog requisition using AME, the following error displayed:
the following error occurs.

ERROR

"You do not have the authority to approve this requisition and an Approved List was not created automatically. Please contact your system administrator."

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into iProcurement
2. Click on Non-catalog store hyperlink, enter data in the required fields, and click on the 'View Cart and Checkout' button.
3. Enter additional information at the line level on the 'Shopping Cart' page and click on the 'Checkout' button. (The fields entered are not in English.)
4. From the 'Checkout: Requisition Information' page, click on the 'Next' button.
5. From the 'Checkout: Review Approver List' page, the following error is displayed:

"You do not have the authority to approve this requisition and an Approved List was not created automatically. Please contact your system administrator."
