PAXPREPR: Unable To Disable Button In Forms Personalization (Doc ID 1191204.1)

Goal

Unable to make a forms personalization with a condition work to disable the Change Status button in PAXPREPR form

Reproduce By Steps (example)

Responsibility: Project Super User.
Select project then open project.
Go to help/diagnostics/Custom code/Personalize

Condition:
trigger event: when new item instance
trigger object: Project_Folder.chg_status
condition: upper(:PROJECT_FOLDER.PM_PRODUCT_CODE_M) in ('POWERPLANT FIXED ASSETS', 'INTELLIPLANT FIXED ASSETS')

Actions:
object type: item
Target object: Project_folder.chg_status
property name: Enabled (applications cover)
value: false

After enabling the sequence the button shows it is disabled but going back into the form the button is returned to previous enabled status. 
If the customer removes the condition the button will stay disabled.

Is this a bug or a limitation within personalizations on PAXPREPR?
