Symptoms
On OTM 5.5.06, OTM does not seem to be obeying the capacity constraints which exist.
EXPECTED BEHAVIOR

Expect OTM to only be able to plan up to the capacity constraints which exist.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Configure Capacity constraints per OTM documentation and limit to 1 per day.
2. Plan many orders and find that more shipments are built than the capacity allows.
