When attempting to run any PLSQL based program which utilizes fnd_file
the following error occurs intermittently
ORACLE error 20100 in FDPSTP
Cause: FDPSTP failed due to ORA-20100: File onnnnnn.tmp creation for FND_FILE failed.
You will find more information on the cause of the error in request log.
