Domains Users Are Not Visible In FTI User List (Doc ID 1203663.1)

Symptoms


Find that the users from a domain are not visible in the FTI in order to add them to a group.

EXPECTED BEHAVIOR
-----------------------
Expect that the users from our domains would be visible in the FTI so they can be added them to the group.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Logged into OTM instance
2. Navigated to Transportation Intelligence > Administration
3. Click on Manage Presentation Catalog Groups and Users
4. New user groups are not visible from the list of users from the domains in OTM.
