Order Modification not Propagating to All Related Buy Shipments

Symptoms
An Agent is configured with the action "ORDER RELEASE - MOD - PROPAGATE CHANGES: Ship Unit Quantities", this is used when updating order information that has been planned onto a multi-leg itinerary (and therefore multiple shipments).
When this action is executed, it is found that only the first shipment is updated with the changes. The second shipment remains unchanged.
This occurs only if the Order Release is marked as Bulk Splittable
EXPECTED BEHAVIOR

STEPS
-----------------------
1. Plan an order release onto a multi-leg itinerary, creating more than one shipment.
2. Edit the order and go to Ship Unit tab and modify the Weight of the Order
3. Click "Finished"
4. Click "View" to View the order, then SmartLinks -> Related Buy Shipments
If you scroll over, you will see that the Weight was updated on ONE shipment, but remains unchanged on the SECOND shipment.
