Shipments With Hazardous And Non-Hazardous Packages Fail To Rate Using Kewill Rating Engine (Doc ID 1213958.1)

Symptoms

When using Kewill as rating engine, and an Order Release has combination of a hazardous and a non-hazardous packages, it fails to plan parcel, the log shows the following:

ERROR

cause.REXKewill.Error (errorMessage=Dangerous goods commodity count invalid.. server: 127.0.0.1. meter: 454954)

STEPS
-----------------------

The issue can be reproduced at will with the following steps:

1. Bring an Order Release from EBS that contains a Hazardous and a Non-Hazardous package
2. Plan the order. It fails to plan.
4. Debug log shows this error: cause.REXKewill.Error (errorMessage=Dangerous goods commodity count invalid.. server: 127.0.0.1. meter: 454954).
