Symptoms
On Applications 12.0.6
When attempting to delete a duplicate contact record, the following error occurs.
APP-BEN-94121: You cannot perform a delete operation when child rows exist
Cause: You are dong a delete operation where dependent child rows exist for BEN_BATCH_ELIG_INFO.
Action: Delete the dependent child rows in BEN_BATCH_ELIG_INFO before attempting to delete this row or use the Delete Person form to remove a person, and all associated child records, from the database.

Steps to Reproduce:
The issue can be reproduced at will with the following steps.
1. US Super HRMS Manager / People / Enter and Maintain / Find person
2. Click Others / Contacts
3. Scroll until reaching duplicate / click Red X / Save
