Symptoms
On : 6.1.2 version, Configuration and Administration
One can not create an Action for SHIPMENT_SPECIAL_SERVICE even
though one can create an Agent of this type. There is nothing for
"RUN_AGENT_SHIPMENT_SPECIAL_SERVICE" in order to assign an agent of this type
to use on a screenset.
EXPECTED BEHAVIOR

Expect to be able to create an Action for SHIPMENT_SPECIAL_SERVICE
STEPS
-----------------------
1. Configuration and Administration -> User Configuration -> Actions Manager
2. Click on "New"
3. Notice there is no type of RUN_AGENT_SHIPMENT_SPECIAL_SERVICE
