Edit of PUBLIC Logic Configuration Deletes Default Values

Symptoms
If the PUBLIC Logic Configuration (e.g. "FLEET EQUIPMENT DEFAULT") is edited and saved, all entries that were left as defaulted values (i.e. empty fields) are deleted from the database.
Steps
---------
1. Navigate to Shipment Management -> Power Data -> General -> Logic
Configuration
2. Search for a Logic Configuration (e.g. FLEET EQUIPMENT DEFAULT) and Edit
3. Clear any Parameter
4. Click "Finished"
5. Edit again
Notice that the empty fields are now deleted.
