Approved Requisition Lines Not Available in the Autocreate Form (Doc ID 1223553.1)

Goal

Why are some approved requisition lines missing from the Autocreate form although there is no PO autocreated yet while at the database level the table PO_REQUISITION_LINES_ALL correctly shows that REQS_IN_POOL_FLAG is NULL (Y)?
