PCMiler same_source_dest_dist Parameter Does Not Work With Lat/Lon (Doc ID 1223844.1)

Symptoms

The parameter SAME_SOURCE_DEST_DIST (value 5 MI) is set on the external distance engines for PCMILER_PRACTICAL_POSTAL_TO_POSTAL and PCMILER_PRACTICAL_LATLONG_TO_LATLONG.

In OTM, there are 2 locations with the same zipcode and lat/long.
When running a distance inquiry and select PCMILER_PRACTICAL_POSTAL_TO_POSTAL
a distance of 5 miles is returned.
When running a distance inquiry and select PCMILER_PRACTICAL_LATLONG_TO_LATLONG
a distance of 0 miles is returned.
