PO Receipts Do Not Appear In iProcurement but do in core Purchasing Receiving

Intermittently users find that Purchase Order Receipts will appear in Core Purchasing, but not iProcurement. This is true even though Purchase Order has Receipt Routing as Direct Delivery.
Users depend on iProcurement for viewing receipts. Due to this issue, users cannot always view receipts in iProcurement.
Expect Receipt shows in iProcurement as well as Core Purchasing.
Steps To Reproduce:
1. User creates a Receipt against a Purchase Order.
2. The receipt shows in Core Purchasing but not iProcurement.
