Secondary Charge Shipment XML Improperly Maps Special Service Remarks

Symptoms
For a secondary charge planned shipment xml, the remarks listed on the special services are listed on all special services when they should not.
EXPECTED BEHAVIOR

Expect each special Service has its own Remark and no other Special Services Remarks included
STEPS
-----------------------
1. login OTMv 6.1
2. Create a secondary charge shipment from shipment A
3. Edit secondary charge shipment B, and go to the financial tab.
Add 2 special services:
ep_service with a remark of add_info HI
ep_service with a remark of add_info BYE
4. Save the shipment using action -> Shipment Management -> Utilities -> send interface transmission.
Look at the planned shipment xml, for each of my special services, both remarks are listed (HI and BYE).
