Account hierarchy Manager

Symptoms

On 12.0.6, when attempting to launch Account Hierarchy Manager the following error occurs.

ERROR
The application was unable to establish a connection with the TCF SocketServer running at<TCF:Host>.
Please contact your system administrator.

Do you want to see the error details ?
Select Yes - Get a blank screen

The issue only occurs for users upgraded from 11i to R12.
New users created directly in R12 do not face the issue

The errors in FND Log file are as follows:

Exception in procedure gl_jahe_pkg.getCOAClause: ORA-06502: PL/SQL: numeric
or value error: character string buffer too small
ORA-06512: at "APPS.GL_JAHE_PKG", line 404
ORA-06512: at line 1

Steps to reproduce the issue

1. Log into general ledger

2. Navigate to Setup-Accounts-Manager

Changes

Upgrade from 11i to R12.
