Symptoms
When attempting to Ask Distance/Time in OTM and in the external distance engine
DEST_ADDRESS_TYPE and SOURCE_ADDRESS_TYPE parameters CITY_POSTAL is given the following error occurs.

Receive the following error:

STEPS

The issue can be reproduced at will with the following steps:
1. Set up External Distance Engine: CITY_POSTAL
2. Defined DEST_ADDRESS_TYPE and SOURCE_ADDRESS_TYPE of CITY_POSTAL
3. Set up Rate Distance ID CITY_POSTAL
4. Clicked on Ask OTM Distance/Time
5. Request Type = Distance
6. Input CITY_POSTAL for Rate Distance
7. Input Ship From Location ID
8. Input Ship to Location ID
