Manual Modifier is Not Available in the List of Values ( LOV ) Except for the First Order Line - Cannot Override Price (Doc ID 1238874.1)

Symptoms

Find that a manual surcharge modifier is not available
for sales order lines except for the first line on the order.

Expects this manual modifier to be available for all order lines.


NOTES
No bucket is assigned to this manual modifier.
No error or warning messages are shown.
This issue appears for all items.
This manual modifier was working fine a month ago.


The issue can be reproduced at will with the following steps:
1. Using Order Management Super User navigate to Orders > Sales Orders.
2. Enter customer name.
3. Change the order type to Service Charge Order.
4. Navigate to Lines tab.
5. Enter part number for order line 1.
6. Navigate to actions > view adjustments.
7. Click the LOV and apply MANUAL_CHARGES.
8. Enter the next order line with the same part number. Save.
9. Click the LOV, nothing appears
    MANUAL_CHARGES modifier is not available.

Changes

For this scenario: The manual overrideable modifier list of values(LOV) was not showing the
expected manual modifier when being invoked for any line in the order apart from the first line.
For the first line the LOV was invoked correctly.
