Symptoms
On : 12.1.3 version, after successful upgrade of 11.5.10.2 to 12.1.3:
While running "adstpall.sh", stopping the concurrent manager fails" with the following message in adcmctl.txt:
You are running adcmctl.sh version 120.17.12010000.5
adcmctl.sh: Shutting down concurrent managers for <SID>...
ORACLE Password:
Please enter a valid responsibility. The responsibility System Administrator does not exist or is not active. Check that the correct application short name is specified for your responsibility.

Please enter a valid responsibility. The responsibility System Administrator does not exist or is not active. Check that the correct application short name is specified for your responsibility.
Also, after logging into the 12.1.3 system, the Sysadmin Responsibility is missing.
