"Function not available to this responsibility" Error While Clicking On Forms Personalization

Symptoms
On Oracle Applications 12.1.3, Core HR - General, when attempting to click on 'Personalize' on Form PERWSHRG, the following error occurs:
"Function not available to this responsibility. Change responsibilities or contact your System Administrator"
The issue can be reproduced at will with the following steps:
1. SSL HR Shared Service Responsibility
2. People -> Enter and Maintain -> Help -> Diagnostics -> Custom Code -> Personalize
