Symptoms

The system gives an error message "Please enter a unique Tax Payer ID", when a user tries to update the bank number field for a Colombian bank even though there is only one bank with that Tax Payer ID.

Expected Behavior:
The system should not give any error message when a user tries to update the bank number field for a Colombian bank.
