Workflow Mailer Does Not Deliver Verification Code For Override Address (Doc ID 1266681.1)

In 12.1.X version of Applications when I set the over ride address (test address for the mailer ) I do not get a Verification code.
Have verified that I can send an email to the user using the telenet / smtp commands. The user successfully receives an email. But no Verification email is received to change the Override address so it does not save.
