Symptoms
On : 12.1.2 version, Apps rpt sets, rpt server, seeded rpts
Find Any XML Publisher reports with Russian characters are displayed as Question Marks(?)

Expect to display Russian characters correctly on PDF reports
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit a new request
2. Select any XML Publisher request
3. Submit the request

The issue has the following business impact:
Due to this issue, users cannot run and get output of xml publisher reports in Russian characters
