Symptoms
On 12.1.1 version,
For any concurrent program defined with report parameters using an
independent value set and its associated dependent value set, where the
report parameter with the independent value set is not required but the
parameter with the dependent value set is defined as required, an error
stating 'Enter a value for <> parameter' is displayed for the dependent
parameter when no value is entered for the parameter with the independent
value set. .
EXPECTED BEHAVIOR

Expected behavior is for the dependent parameter to not be
required when the associated independent value set parameter is null
