Symptoms
On OTM version 6.1
In the bulk Plan Results screen the Percent Savings is showing
as 100% when it is not in fact 100%
The calculation used Weight Cost and not Total Actual Cost.

Expect Total Actual Cost to be used.

The issue can be reproduced at will with the following steps:
1. Run a Bulk Plan and compare the result to a manual calculation.
