Symptoms
After correcting errors deploying BI Publisher to WLS using the manual steps in the
Oracle BI Publisher New Features Guide:

This error is displayed trying to start the BI Publisher service:
[EXCEPTION] oracle.apps.xdo.servlet.resources.ResourceNotFoundException: ${oracle.home}.../principals.xml
at oracle.apps.xdo.servlet.ReportException.fillInStackTrace(ReportException.java:124)
Client has carefully and correctly edited file path in ../WEB-INF/xmlp-server-config.xml,
but it appears this change is not being picked up when service is started.
