Symptoms
Upgraded application from 12.1.2 to 12.1.3. While testing Periodic Alert found out the function "fnd_date.date_to_displaydate" returns incorrect format DD-MON-YY. If you run the same query outside in a SQL it returns the correct format of DD-MON-YYYY.
