Symptoms
Multiple orders are multistopped together since their weight/volume fits into an equipment. Load Config is then attempted but fails since the size of the ship units don't actually fit. Instead of trying less orders, the shipment is completely disbanded and the orders are all left separate. The expectation is that, at least some of the orders should be left consolidated.
