Not Able To Import a WIP Component With Quantity Per Assembly As Zero

Symptoms
On : 12.1.1 version, Open Interfaces
Insert records to WIP_JOB_SCHEDULE_INTERFACE and WIP_JOB_DTLS_INTERFACE for importing a Component to a WIP Job with Quantity per Assembly as zero.
Run the WIP Mass Load. Program completes successfully.
But the Imported Component is missing from the Base table / Form.
Component with zero quantity should not be missed.
The issue can be reproduced at will with the following steps:
1. Insert records to WIP_JOB_SCHEDULE_INTERFACE and WIP_JOB_DTLS_INTERFACE for importing a Component to a WIP Job with Quantity per Assembly as zero.
2. Run the WIP Mass Load.
3. Observe the Imported Component is missing from the Base table / Form.
