Sell Side Shipment Not Appearing After Convert Orders

Symptoms
After converting multi-leg orders using the convert order process, there is a missing sell shipment from the Order Release tree view when there should be two sell shipments. The Order Release tree view should be showing 2 shipment IDs but it is only showing one.
STEPS

The issue can be reproduced at will with the following steps:
1) Running the Convert Orders from the Process Manager from DBA.ADMIN for multi-leg orders
2) Click on shipment with multiple sell side shipments
3) Click on the tree control
4) Click on the Sell Shipments
