LOV Stopped Working After Patch 9975169 (Doc ID 1275554.1)

Symptoms

On 11.5.10.2 + RUP6 (5903765)
When entering bills, sales orders, and move orders, users cannot select values from the list of values if they type a value and tab.
It works fine if they type a value and use the list of values icon.
No error message, but the item which is chosen from the LOV(...) is not getting placed in the Item field. Still see only the partial value with a % in the item field.

1. No longer get FRM-92100: your connection to the server was...
2. Can pick from list of values if use the LOV icon to open the list.
* Does not work when type and tab.

Applied Patch 9975169 from Note 1222336.1 for the initial issue: FRM-92100: your connection to the server was...
The issue was not present before the patch and the % worked fine.

-- Steps
Responsibility: Bills of Material
Navigation: Bills / Bills
Field: Item
(A) Enter: 1%
move mouse to [...] LOV icon, click
Shows: Enter Reduction Criteria for Long List
Click OK
This will open a selection (showing 5 values)
Choose first value (10-40w oil), click OK
Shows: description, uom, revision
(This is expected)

Another test
(B) Enter: 1%
hit TAB key
Shows selection of 5 values
Choose first value (10-40w oil), click OK
-> NO values in description, uom, revision
(This use to work)

A workaround:
(C) Enter: 1 [no %]
hit TAB key
Shows selection of 5 values
Choose first value (10-40w oil), click OK
Shows: description, uom, revision
