BI Publisher 11G: Generated Report Links Are Not Working

Symptoms
In BI Publisher 11G, when trying to open a report link directly in a browser window, the following error message is received in Acrobat Reader:
"Acrobat Reader could not open the report, because the file type is unsupported or the file is corrupted."
The following settings have been made:
- Guest access allowed
- User Guest has received all the rights
- Full access to the directories
- Data models are residing in a guest folder
