"Build Shipment On Primary Leg" Action Fails For Itinerary Using NO EQUIPMENT

Symptoms
An itinerary is created where the Primary Leg is marked as "No Equipment". When the action "Build Buy Shipment On Primary Leg" is performed on this Order Release, it fails with the error:
"Unable to build shipment on primary leg for this order, see log for details"
Reviewing the logs shows the following error:
Planning Order has OR Equipments: false [[ACTIVE] ExecuteThread: '0' for queue: 'weblogic.kernel.Default (self-tuning)']
Planning No TShipments are created on leg DOMAIN.SHIPMENT_ID since to no equipment options are created. [[ACTIVE] ExecuteThread: '0' for queue: 'weblogic.kernel.Default (self-tuning)']
Exception No shipments built for order bundle
