Order Build Fails with Hold as Late as Possible set to True when using Day Duration (Doc ID 1276159.1)

Symptoms

When setting Hold As Late as possible equals true using Day Duration and the early pickup and late delivery are close to the time set on the rate service, the order fails due to service time. When turning the Hold as late as possible to False, the order builds as expected using the same dates.

STEPS

The issue can be reproduced at will with the following steps:
1. Log into OTM.
2. Set HOLD AS LATE AS POSSIBLE to TRUE.
3. Create an order with dates 15-24 hours more than the Day Duration Rate Service Specifies.
4. Select and go to Actions --> Create Buy Shipment --> Bulk Plan Buy
5. Select the Planning Parameter Set containing HOLD AS LATE AS POSSIBLE set to TRUE.
6. Click OK.
7. Note Order Fails.
