The issue can be reproduced at will with the following steps:
1. Log into OTM.
2. Set HOLD AS LATE AS POSSIBLE to TRUE.
3. Create an order with dates 15-24 hours more than the Day Duration Rate Service Specifies.
4. Select and go to Actions --> Create Buy Shipment --> Bulk Plan Buy
5. Select the Planning Parameter Set containing HOLD AS LATE AS POSSIBLE set to TRUE.
6. Click OK.
7. Note Order Fails.
