Symptoms
After applying some patches, Non-US BI Publisher Reports, such as in the German and Danish languages, are failing with the following OPP error message and the XML output file shows the wrong NLS Numeric Characters.

at sun.reflect.GeneratedMethodAccessor169.invoke(Unknown Source)
...
Caused by: oracle.xdo.parser.v2.XPathException: Cannot convert 3,939857998050953641 to number."
