Some Web Pages Fail To Load After Patch Application

Symptoms
After applying patch 9504971 some web pages won't load (Cash Management - Cash Forecast and Account Payables - Suppliers Entry).
Exception Details.
oracle.apps.fnd.framework.OAException: Could not load application module 'oracle.apps.ce.forecast.cf.server.ForecastAM'.
