Responsibilities don't show up in LOV with Filters in Oracle Diagnostics after patch 9578142 (Doc ID 1285806.1)

Symptoms

Applied patch 9578142 - ORACLE APPLICATIONS WITH 11I.ATG_PF.H RUP7: CPU PATCH FOR JULY 2010 and is now unable to see the responsibilities in LOV in the Oracle Diagnostics Tool, when using the % filter option.

Search the responsibility by giving some filter like %OU%.  It's not fetching any data.

STEPS:

Login to Oracle Diagnostics Tool

Under Application --> Select Inventory --> Activity --> Period Closing

Then, for the Responsibility ID column, click on the Torch, then click on Go.

Search the responsibility by giving some filter like %OU%. It's not fetching any data.

Get the message "There are no matching responsibilities for given filter" appears rather than the list of responsibilities
