OTM: Hazmat Indicator at Packaged item level being deleted

Symptoms
Client creates a Item in the OTM application and has the Hazardous Flag and the Mixed Flag checked. They then pass a Item Xml to update the other details of the item with IU action code . They are not sending the Hazardous or Mixed flag details in this xml. When they query the item, they see that the hazardous flag which was checked earlier during the item creation remains unchecked and Mixed Flag check box remains checked.
The expectation is that both the Hazardous Flag and the Mixed Flag should remain checked.
