Getting ORA-01654 "Unable to extend index" When Uploading Legacy OTL Data (Doc ID 1286345.1)

Goal

On 11.5.10.2, When loading the legacy data to OTL tables through OTL APIs getting the following error:
"ORA-01654: unable to extend index HXC.HXC_TIME_ATTRIBUTE_USAGES_FK2 by 16 in tablespace APPS_TS_TX_IDX"
"ORA-01654: unable to extend index APPLSYS.WF_ITEM_ACTIVITY_STATUSES_N4 by 16 in table space APPS_TS_TX_IDX"
Also we have extended the table-space many times before and concerned about keep extending the table-space!

Is there any other solution for this?

Note: Purgable workflow count and it is 0, means that all those records are active workflows.
