AP / XML Gateway Inbound Transactions Not Being Processed

On 188.8.131.52 version, XML Gateway inbound transactions not being processed.
Testing standard functionality of XML gateway for inbound A/P invoices, per A/P user's guide:
submitting test records to OTA, through the "Oracle Transport Agent Send Inbound HTML Page";
the submissions are accepted, but they don't go any further and stay at the Processing status "Pending", with processing message "Message received by OTA and enqueued to "ECX_INQUEUE." XML Gateway does not pick up the message and continue the process.
Expect that the XML invoices are created into AP.
The issue can be reproduced at will with the following steps:
1. Do the setups per A/P user's guide, to set up XML gateway for a supplier.
2. Use the Oracle Transport Agent Send Inbound HTML Page to submit a test invoice to OTA.
3. OTA accepts the message and recognizes that it is an A/P invoice for the trading partner.
4. Use the transaction monitor to review the status of the transaction. The transaction status is "pending" and never changes.
The issue has the following business impact:
