Unable to create a budget using the Oracle's public API: PA_BUDGET_PUB.Create_Draft_Budget when entering a specific start and end date.

ERROR: PA PA_PROJECT_REF_AND_ID_MISSING
and
PA PA_PERIOD_DATES_INVALID_AMG - The specified Begin and End Dates are invalid
