Goal

After upgrading from release 12.0.6 to 12.1.3 whenever a user opens a project the PAXPREPR form goes to the Bill Rate Schedule form and displays an error for the Job Bill Rate Schedule field even though the Employee Bill Rate Schedule is defined:

FRM-40202: Field must be entered
