Symptoms

Retention has been setup for billable projects.  Invoices have been generated where retention was withheld.  Now, retention invoices needs to be generated.  When running the PRC: Generate Draft Invoices with the parameter of Invoice Generation Option=Include Retention Invoices, retention invoices are not created.
