When attempting to start Apache services the following error occurs:

Error: exiting with status 204

From the HTTP_Server_1.log
Start process
$IAS_ORACLE_HOME/Apache/Apache/bin/apachectl startssl: execing httpd

The issue can be reproduced at will with the following steps:
Start Apache Services using
$ sh start

Business Impact:
Due to this issue, users cannot log in to Oracle Application.
